One of the six Villains is my Number 2(not defecation, you incompetent fools) and has command while I am not available. There are several ways of getting to become a Villain; one being dueling an existing member in a match of the current Villains' choice. One other way is that I value you over a current Villain and I force the current one to resign .
Villains have command over a squad chosen by them at the time of their promotion to Villain, but in times of emergency, Villains can command any minions.
You are cannon fodder. Expect to be part of missions with high death rates and be forced to clean toilets. Okay, not really, but don't expect to have really notorious jobs to do. you might do simple stuff like getting mail or being a janitor. Prove you're worthy of being put on jobs that are important to complete.
